SO FAR...
  • The QSDCA Playing regulations were rewritten in 2015/2016 and reviewed in 2017.
  • A set of Playing regulations for Sunday 50 Over Competition was developed in 2017.
  • A minor review of the Super 20 Kookaburra Cup Playing Regulations was also completed in 2017.
Good work is never rewarded by slacking off so... the blog aims to discuss ideas and develop them.


The overall aim is to present the reviewed regulations for adoption at the AGM on 16 July 2018.

  • Just because some matter is being talked about here doesn't mean it's inevitable. 
  • Just because we're not talking about it doesn't mean it can't happen either.

16. Free Hit in Saturday One Dayers

WHAT'S THE IDEA?
The free hit is included in Sunday 50 Over and Super 20 competition. It should be introduced for Saturday One Dayers also.

DISCUSSION
This is a modernisation that exists in many modern One Day cricket competitions. Its inclusion makes the game more exciting and challenging.

Issues against the idea include:
  • Unnecessarily extending the overs of poor bowlers. (They'll be the ones who bowl 4 wides and a no ball that stops at mid on or something.. Frankly, they'll only bowling one over and that is for giggles.)
  • Providing another way for bowling sides to get behind in their over rate.
Neither of these are particular issues in Sunday 50 Over matches. In fact it provides a considerable incentive for bowlers to avoid bowling no balls.


PROPOSAL

(new regulation) FREE HIT
11.22 The delivery following a no ball called (all modes of no ball) will be a free hit for whichever batter is facing it.
11.22.1 If the delivery for the free hit is not a legitimate delivery (any kind of no ball or a wide ball), then the next delivery will become a free hit for whichever batter is facing it.
11.22.2 For any free hit, the striker can be dismissed only under the circumstances that apply for a no ball, even if the delivery for the free hit is called wide ball.
11.22.3 Neither field changes nor the exchange of individuals between fielding positions are permitted for free hit deliveries unless:
11.22.3.1 There is a change of striker or
11.22.3.2 The No Ball was the result of a fielding restriction breach, in which case the field may be changed to the extent of correcting the breach.
11.22.4 For clarity, the bowler can change their mode of delivery for the free hit delivery. In such circumstances Law 21.1.1 (2017 code) will apply.
11.22.5 The umpires will signal a free hit by (after the normal No Ball signal) extending one arm straight upwards and moving it in a circular motion.

15. SUSPENSION OF (NEW) LAW 42

WHAT'S THE ISSUE?

In 2017 the Laws of Cricket underwent a major revision. The new Law 42 Player Conduct introduced some radical new powers for umpires dealing with misbehaviour including yellow card, sin bin and red card sanctions for levels of misbehaviour.

Most cricket associations seem to react to this new Law by ignoring it. Certainly other major QC affiliated Brisbane cricket groups (Premier (Grade) Cricket and Warehouse) did that..

In season 2017/18 QSDCA decided to suspend the new Law 42 and rely instead on the established Code of Behaviour (See Appendix A of QSDCA Playing Regulations). This includes the provisions for reporting players to the Conducts Commission either internal to the QSDCA or the more formal Qld Cricket Conducts Commission.

This season I think we should put a line in the Playing Regulations to formalise this non-acceptance.

DISCUSSION

This idea is regarded as not controversial in any way.


PROPOSAL 
Add the following Regulation to Saturday Playing Regulation 18.

18.4 Law 42 Player Conduct (2017 Code) will not be used in any competition in this association.

Super 20 Reg 25 and Sunday 50 Reg 30 refer participants in those competitions to Saturday regulation 18 and the Code of Behaviour in Appendix A, Intoxicated player Policy in Appendix B and the Racial and Religious Vilification policy in Appendix C. This covers virtually all reportable behaviour offences for all competitions.

14. Sunday Reg 29 Fitness of Grounds

WHATS THE ISSUE?
A similar regulation to this appears in both the Saturday and Super 20 Playing regulations. This playing regulation was overlooked when composing the Sunday 50 Over Playing Regulations.

DISCUSSION
This regulation details the actions and procedures to decide whether play will take place especially on wet days.

Apart from numbering, the wording is the same as in the Super 20 Reg 24. This includes provision for the 30-30 lightning safety rules and is otherwise identical to the Saturday Playing Reg 16.


PROPOSAL

Include the following regulation in Sunday 50 Over Playing Regulations.

29. FITNESS OF GROUNDS


BEFORE PLAY
29.1 Before the start of play, any decision regarding the fitness of a ground for play will be made together by the captains of the teams drawn to play on that ground.

29.2 Such decision will be made after the Captains or their representatives have inspected the ground on the day of the match or waived their opportunity to do so.

29.3 If the day's play is called off then the Captains will tell the Umpires Coordinator for the association immediately.

29.4 If the day's play is called off then both Captains will tell their Club Secretaries.

29.5 If the day's play is called off when the match is to be played at a neutral ground Captains will contact the Club Secretary of the host ground's club also.

29.6 If the day's play is not called off then umpires and players will attend the ground at the normal time for play.

29.7 For any match played on a School wicket, the school's Principal or groundsman appointed by the Principal will have overriding authority to determine whether play will commence or continue.

DURING THE MATCH
29.8 After play has commenced all decisions concerning the fitness of the pitch, ground, weather and light for play will be made by the Umpire(s).

29.9 In the absence of official umpire(s) Captains will agree about fitness of the pitch, ground, weather and light for play.

29.9.1 When captains are unable to reach an agreement, the state of the match will continue unchanged until agreement can be reached.

SUSPENSION IN DANGEROUS OR UNREASONABLE CONDITIONS
29.10 Play will be suspended in Dangerous or Unreasonable Conditions

29.10.1 The following will apply in addition to Law 2.8 (2017 Code)

29.10.1.1 [30/30 Rule] If thunder follows a lightning flash by 30 seconds or less, play must cease immediately.

29.10.1.2 Players and umpires must leave the field immediately and must not return until 30 minutes after the initial lightning flash.

29.10.1.3 If during the suspension of play thunder follows a lightning flash by 30 seconds or less, the 30 minute suspension period is to recommence.

13. Waist High Full Pitch Balls

WHAT'S THE ISSUE?

In the new 2017 code (Law 41.7) the term 'waist high full pitch balls' is replaced by 'non-pitching deliveries'.

Saturday Playing Reg 9.5, Sunday 50 playing Reg 17.1-17.3 are affected by this. A reg similar to these needs to be included in the Super 20 Playing Regulations.

A similar regulation to this can be added to the Super 20 Playing Regulations. The numbering suggested below is suitable for existing Super 20 Regulations. Another issue for review involves renumbering all the Super 20 Regulations so it could change numbers. Also where it says 'add to glossary', Super 20 Regs need to have a Glossary.

12. Super Bonus Point for One Dayers

WHAT'S THE PROBLEM?
  • First team batting collapses for 35 all out in 10 overs, second team achieves a result inside a few overs...
  • Result: big win but relatively few bonus points (4 + 1.5 + 0.36 =  5.86)...
  • Compared to a more "normal' game (eg. 9/150 def by 2/151 (points for winners are 4 + 1.35 + 1.51 =  6.86)
  • Result: More points scored for a routine win than for a major win. 
By bowling well and dismissing the first batting side cheaply the second team effectively misses out on a whole bonus point.

DISCUSSION
So introduce a super bonus point for results inside 15  20 overs.*
* Note: does not apply in rain shortened games.



What about the Sunday 50 over games? A super bonus point for results inside 30 overs.
(Tweaked minimum overs for bonus point and reworded proposed qualification condition. 25-Jun-2018)

An alternative suggestion was to run a scheme based on net run rate. The Super Bonus Point is easier to implement. The net run rate idea might be considered in the future.

Q. How can a super bonus point for a win be achieved within 20 overs for a team bowling second?

Such as:
  • In a match where team 1 bats first and scores 2/150 in 35 overs.
  • Team 1 then takes all 10 wickets of team 2 within 20 overs.
  • Team 1 would claim a super bonus point in such a case.
A. The proposed Reg 11.21.6 covers such a circumstance. It is possible for either team to achieve a super bonus point regardless of the coin toss.

Q. What about interruptions for bad light ? Often bad light curtails the end of the second innings.
A. In such a case Sat Reg 11.10 would apply: result determined by average run rate. At this point both sides would have received more than 20 overs so Super Bonus Point would not apply.

For a bad light interruption any earlier in the day then the match becomes an interrupted match as described in Sat Reg 11.5-11.8. Super Bonus Point will not apply in accordance with new reg 11.21.6.1

Q. What if there are only say 4 overs lost due to rain and each side then receives 33 overs instead of 35. If you chased the total down inside 20 overs, should that still qualify ?
A. Sat Reg 11.21.6.1. says no.



A PROPOSAL

Add the following Regulation for Saturdays

11.21.6 A super bonus point will be awarded for a win achieved by the end of 20 overs.
11.21.6.1 This will not apply in any match delayed, interrupted or rearranged as in regulations 11.5 to 11.8


A similar added regulation can be added for the Sunday 50 Over comp.

26.1.1.5 A super bonus point will be awarded for a win achieved
by the end of 30 overs.
26.1.1.5.1 This will not apply in any match delayed, interrupted or rearranged as in regulations 15 to 16.

11. Metal Tipped Stumps

WHAT'S THE ISSUE?
Adjust equipment rules to forbid metal parts in stumps.

DISCUSSION
Some old fashioned stumps have ferrules around the top (metal 'rings') and cone shaped spike covers. All held in place by sharp, little headless tacks.

These have an unsafe habit of detaching unpredictably when hit by the ball. Flying sharp metal parts tend to have a worrying impact. Much safer to avoid the problem by specifying ***all*** wood for stumps.

This is not explicit in the latest edition of the laws of cricket (See Law 8.1 and Appendix D)

This change is in response to an Umpire's report of metal tipped stumps used in a match in 2017/18. When we checked for rules against this we were slightly surprised to find out that there isn't one. It was suggested that "no metal stumps" is an old rule that "everybody knows". The reported incident demonstrates that this is not so.

There is a provision in the 2017 laws (8.3.4) to allow bails to be attached by strings to the stumps. This is to reduce the risk of flying bails hitting eyes following a tragic incident involving former South African Test wicketkeeper, Mark Boucher.

But I have yet to see bails of this type in use.

There is a possibility that bails and stumps might be made of plastic or fibreglass or some modern material in the future. So far as I know these are not widely used or available at present. Because wooden stumps remain cheap and practical this means other materials needs not be considered in regulations.

This regulation change makes use of wooden stumps beyond dispute.




PROPOSAL

Add these regulations:

Saturday Playing Regulations
   9.13.1 Stumps and bails will be wholly made of wood.

Sunday 50 Over Playing Regulations
   9.3.1 Stumps and bails will be wholly made of wood.

Super 20 Playing Regulations

   11.3.1 Stumps and bails will be wholly made of wood.

10. Things that need fixing in Super 20

Management Committee decided to defer this proposal to allow development of a complete Super 20 Regulations Review.

WHAT'S THIS ABOUT

Basically this is no more than a tidying up exercise. But the mess is very knotty so it's a big job.

Many of the problem regs can simply be copied from a broadly similar Saturday or Sunday regulation. ( A straight swap in and renumber exercise.)

But many of the Super 20 Regs might contradict or have incompatibility with other competitions. For this reason current Super 20 Regulations cannot be integrated into the other regulations.

Honestly I haven't checked that it is ALL of them.

The issue of combining all three sets of playing regulations into a single document is a MAJOR job. See separate discussion about this issue at https://tinyurl.com/ya6vgf5g .

Biggest outstanding issue is that generally the numbering in the Super 20 Regs is a mess.

The simplest way to proceed is to number in a "reg. no"."number" fashion for each complete sentence. (Item G below shows an example of this.)

When all these are complete then integration can be considered. I think this needs quite a bit of work to complete. It might even require a complete rewrite process.

But it's a headache.

Meanwhile....


WHAT'S THE LIST OF THINGS TO FIX

Here is a list of items needing attention in the Super 20 Regs.

First, rules for these (A to E) are missing (partly or entirely) from the current Super 20 regulations:



Item A Waist High No Ball Rule.
Some advice about this is presently included in the Super 20 scorebook but **NOT** in the Playing Regulations.
  • Add to Super 20 Reg 14 with 3 new clauses similar to Sunday 50 Over Regs 17.1-17.3.
  • This can be eliminated from Super 20 section when the regulations are integrated (eventually).

“this association” and “association” means Queensland Sub Districts Cricket Association Inc. (abbrev. QSDCA)

“Management Committee” means a group of office bearers elected at an Annual General Meeting of this association who have responsibility for the management and conduct of cricket matches played under the name of this association.

“Game”, “fixture”, “match” means games of cricket which have been organised under the management of the QSDCA. In this new edition the preferred term is “match”.

“Round” means matches played between all teams in the grade at the same time. e.g. Round 4 is a two day match played usually 5th and 6th Saturdays of the season.

‘Umpires Coordinator for the Association’... a member (or members) of the Management Committee, who has responsibility for recruiting and appointing umpires and communicating urgent late messages about called off matches.

‘Cricket Australia’... the major cricket authority in Australia with whom Qld Cricket is affiliated. (abbrev. CA)

‘Queensland Cricket’... the major cricket authority in Queensland with whom this association is affiliated. (abbrev. QC)

‘Super 20 competition’... a Twenty 20 competition organised by this association.

‘Sunday 50 Over Competition’... a limited over competition organised by this association.

‘MyCricket’... an online database of cricket match results used by many associations throughout Australia www.mycricket.com.au

‘match abstract’... a report of match scores and players' names submitted by participating teams at the conclusion of each fixture match.

11.1 Each team will have six (6) boundary markers available at the start of each day's play.
(There is a note in the official scorebook.)
11.2 If a match is played at a ground which does not have defined boundaries the two Captains will agree the position of the boundaries and place the markers position prior to each day's play.

11.3 Each team will have six (6) stumps complete with bails available at the start of each day’s play.

11.3.1 Stumps and bails will be wholly made of wood.

11.4 The fielding team will use a new leather cricket ball in each innings.

11.5 New balls will be of brand and type approved by the Management Committee.

The two captains from each opposing team will, before tossing, give each other a list of teams selected to play in the match. Preamble: The Team List is a very important part of a competitive cricket match. Both Team Captains are responsible for ensuring that the Team List is completed with all replacement players correctly and fully named before the match begins. The Team List must not be altered after the toss. Teams risk loss of points or disqualification for failing to comply with this regulation.

8.1 The Team list means a written list of all players eligible to bat and bowl in the match.

8.2 A Team List will be completed for each team for all matches.

8.3 The Team Lists will be entered in the match abstract.

8.4 Captains from each team will exchange completed Team Lists before the toss.

8.5 When an Umpire is in attendance, the Team List will be given to the umpires also.

8.6 The Umpire's Team List will be kept by the umpire.

8.7 The Team Lists will not be altered after the toss.

8.8 The Team List will be referred in any dispute which may arise.

No player will be allowed to play in a match under the control of the Association unless the player appears in proper cricketing attire which will consist of:- 9.1 Players must wear proper cricket clothing. This means:
(i) White or Cream trousers to reach the ankle, except that players under the age of seventeen (17) years may wear short white trousers of reasonable length. 9.1.1 Long white trousers or pants
(ii) Clubs are encouraged to play in coloured Club team shirts provided that if the Club elects to use team shirts then ALL members of a team MUST wear the shirt on the field of play. 9.1.2 Players under 17 years age may wear white short trousers or pants.
Team shirts cannot be worn by a Club team until after the shirt has been approved by the Management Committee of the Queensland Sub Districts Cricket Association Inc. 9.1.3 White cricket shirt
Please note that it is each Club's own discretion whether or not it elects to wear a club team or playing shirt. It is NOT compulsory but is recommended. 9.1.4 White socks
If a Club does not elect to wear a coloured team shirt, all members of the team must wear a white or cream playing shirt. 9.1.5 White cricket shoes
(iii) White Socks. 9.1.6 Players must wear cricket shoes with full metal spikes while bowling.
(iv) Footwear will be predominately white. Spikes should not project more than 9mm. 9.1.6.1 Spike length will be limited to 9mm.
(v) Head Gear, if worn, must be a recognised cricket cap or a cricket hat either white or in recognised club colours. Protective gear may be worn when batting or fielding if considered necessary. 9.1.7 Any bowler with shoes that do not comply with regulation 8.1.6 will not be allowed to bowl.
Sponsorship or advertising on attire must be referred to the Management Committee before its use, and should meet those requirements as specified from time to time by Cricket Australia for such purposes. 9.1.8 Recognised cricket hats including helmets either white or in recognised club colours.
Players must wear cricket shoes with metal spikes or similar (full sole or half sole) whilst bowling. 9.1.9 White jumpers

TEAM SHIRTS

9.2 Teams may wear a uniform club team shirt provided the following conditions have been fully met:

9.2.1 The uniform club team shirt cannot be worn by a Club team until after the shirt has been approved by the Management Committee.

9.2.2 The uniform club team shirts MUST be 75% white above the waist on both front and rear and there must be no colour on the arms below the elbow.

9.2.3 ALL members of a team MUST wear the uniform club team shirt on the field of play.

9.2.4 Sponsorship or advertising on clothing must be referred to the Management Committee before use.

9.2.5 Sponsorship or advertising on attire will meet requirements specified by Cricket Australia.

PROTECTIVE EQUIPMENT

9.3 Fielders or batters may wear protective equipment such as shin guards, boxes, face guards, helmets.

UMPIRES' CLOTHING

9.4 Umpires

9.4.1 Player umpires will be reasonably clothed including a shirt and closed footwear when standing during matches.

9.4.2 Official umpires will wear the QSDCA badged umpiring shirt, long black trousers or pants, white shoes and an umpiring hat.

REPORTING OF CLOTHING BREACHES

9.5 Breaches of regulation 8 will be referred to the Management Committee.

  • Current Super 20 Reg.13 is ridiculously complicated.
  • Replace with a modified version of Sunday Reg 16. This is actually a little bit different to the existing rule but it is much more practical.
  • This will require careful adjustment to integrate to the other regulations.

No bowler may bowl more than four overs, however in a delayed start or interrupted match, where the overs are reduced for both sides or for the side bowling second, no bowler may bowl more than one-fifth of the total overs allowed (unless such a number has been exceeded before the interruption), except that where the total overs are not divisible by five, an additional over will be allowed to the minimum number of bowlers necessary to make up the balance. 13.1 In an uninterrupted innings no bowler will be permitted to bowl more than 4 overs.
E.g. After 8 overs, rain interrupts play and the innings is reduced to 12 overs.
Both opening bowlers have bowled 4 overs.
Two bowlers can bowl 3 overs and three bowlers can bowl 2.
Bowlers 1 and 2 have already exceeded this limit.
They count as the two bowlers who were allowed the extra over (3 as opposed to 2) and so any other bowlers are limited to 2 overs.
13.2 In an interrupted innings only, where the overs are reduced, each bowler is limited to the number of overs shown below.
When an interruption occurs mid-over and on resumption the bowler has exceeded the new maximum allocation, the bowler will be allowed to finish the incomplete over.

In the event of a bowler breaking down and being unable to complete an over, the remaining balls will be bowled by another bowler. 13.2.1 Note: Regulation 13.2 does not apply in uninterrupted matches in which the compulsory closure has happened.
Such part of an over will count as a full over only in so far as each bowler's limit is concerned. 13.3 When play is suspended mid-over and on resumption the bowler has exceeded the new maximum allocation, he/she will be allowed to finish the incomplete over.

13.4.1 Such part of an over will count as a full over only in so far as each bowler's limit is concerned.
